How to treat a 4-way stop when the lights are out

Could you folks remind drivers that an unpowered traffic signal is the same as a stop sign? So many collisions in my area. 馃檨

Not quite sure why this one trips us up so much, but it’s worth a mention while drivers are dealing with so many dark intersections.
When you approach an intersection and notice the traffic light is out, that intersection is now an all-way stop. When approaching intersections without traffic signals, yield to the driver on the right if you reach the intersection at the same time as another vehicle.
Yield to any vehicle that reaches an intersection before you.
