Appeals court upholds dismissal of lawsuit in murder of 12-year-old Tacoma girl

The family of a Tacoma girl, kidnapped outside her home and murdered, cannot sue government agencies for negligence.
The state Court of Appeals has upheld a lower court ruling that dismissed the wrongful death lawsuit filed by the estate of Zina Linnik. The 12-year-old girl was snatched from outside her home on July 4, 2007 by a sex offender, Terapon Adhahn.
The higher court agreed that the state, the city, and Pierce County were not liable for the actions of Adhahn and are not negligent for any delay in issuing an Amber Alert.
Adhahn was convicted of aggravated murder and is serving a term of life in prison without the chance of parole.
