Relieving congestion along busy I-5 in Seattle could cost millions

Some have called it the worst bottleneck in Washington state.
In a grant application, the state says it can add a third lane to northbound I-5 entering downtown Seattle, easing some traffic between the Seneca Street exit and Freeway Park.
The project comes with a $23 million price tag.
The Washington State Department of Transportation is writing a letter with a plan to Governor Elect Jay Inslee, that would have the job completed by 2018 or sooner.
