Mother of missing child has new baby, declared unfit mother

Julia Biryukova Morgan, the mother of a Bellevue child reported missing four years ago, has been declared an unfit parent by Child Protective Services and will have to appear in court after giving birth to a baby boy, ³ÉÈËXÕ¾ Radio’s Ron and Don Show has learned.

The baby, born four months ago, Elijah James Morgan, was born on July 10 at Evergreen Hospital in Kirkland. The father, Alan J. Morgan, is a convicted felon with a lengthy criminal record who was most recently jailed in Issaquah for repeatedly violating a domestic violence no-contact order against Biryukova, according to court documents obtained by ³ÉÈËXÕ¾ Radio.

Biryukova, 34, now faces a dependency hearing in King County juvenile court, where investigators with the department of Child Protective Services say the baby should be removed from Biryukova’s care.

According to a filing with the court, the child “should be declared dependent according to RCW13.34.030 as follows:

“The child has no parent, guardian or custodian capable of adequately caring for the child, such that the child is in circumstances which constitute a danger of substantial damage to the child’s psychological or physical development.”

Investigators say Child Protective Services first received a referral about Biryukova alleging her new baby was at risk soon after he was born. They say she refused a psychiatric evaluation and “the concern is about mother’s mental health,” they wrote in a court brief.

“Mother is unstable and was diagnosed with Obsessive Compulsive Disorder,” it says.

While a social worker with CPS has conducted a phone interview with Biryukova, her mother and attorney, it is unknown whether there have been any in-person evaluations of the woman or her baby.

Four years ago this week, on Nov. 6, 2011, Biryukova reported her 2-year-old son Sky missing. She told police her car ran out of gas in the 2600 block of 112th Avenue Northeast in Bellevue, and she walked with her daughter, Maile, to get help, leaving the toddler, Sky, alone in his car seat.

Biryukova told officers when she returned, Sky was gone. She has refused to cooperate with police and to this day has not spoken with authorities further. She was never charged with a crime in connection with Sky’s disappearance.

The Bellevue Police Department is again asking for Biryukova to come forward and meet with investigators. Chief Steve Mylett is calling Biryukova the “missing link” in the case.

Court documents indicate Biryukova and Morgan married some time in the last year but she denied they were married. She also repeatedly lied to investigators about having numerous contacts with Morgan, who had a no-contact order against her for at least one domestic violence assault. A police investigator documented 12 different phone calls Morgan made to Biryukova from the Issaquah jail, in direct violation of the no-contact order.

Morgan’s lengthy criminal history includes a number of CPS referrals in Florida for domestic violence cases related to a child he fathered with another woman, according to court documents. The child was removed from his care.

He’s also been charged multiple times for violence against police officers, domestic violence, assault, willful cruelty and multiple assaults, according to court documents.

Morgan had been released this week from the Issaquah jail and ordered to check in to a residential substance abuse treatment facility. But he reportedly disappeared and a bench warrant has been issued for his arrest, according to KING 5 reporter Linda Byron.

CPS does not have the authority to remove the child from Biryukova’s care, according to a spokesperson for the agency. That determination must be made by a judge. A hearing is scheduled for November 18.
