Registered sex offender faces 10 felonies for cutting utility wires, selling scrap

A man registered as a sex offender has been accused of cutting fiber-optic lines in Renton and Bellevue, stealing wires and reselling the scrap copper to a business in Tacoma.
Connor Jon Lacktorin, 32, of Renton, faces 10 felony charges for the thefts. According to , Comcast and Lumen suffered tens of thousands of dollars in repairs.
Cutting utility lines in order to scrap the metal causes significant power outages. After a series of similar thefts occurred late last year, police examined security footage and found a black Toyota SUV leaving the area directly adjacent to the cut utility lines.
After documenting the license plate number, police quickly traced the car to Lacktorin, who purchased it in 2021. Lacktorin has a criminal history that includes convictions for a sex offense and arson, according to charging documents KOMO News obtained.
Lacktorin was arrested by Bellevue Police for shoplifting at a Home Depot. During his arrest, police discovered utility wires and burglary tools in his vehicle. He claimed these crimes were committed because he was addicted to fentanyl and meth. Investigators determined Lacktorin conducted five transactions between September and October 2024, illegally selling 766 pounds of copper for a total of $2,776.
